She noted that according to Article 5 of the proposed document, the promotion of violence, extremism, discrimination, and other illegal materials is subject to prohibition. The deputy also inquired about which state bodies would oversee compliance with these norms.
Deputy Minister of Culture, Information, and Youth Policy Marat Tagaev explained that the specified requirements apply to both television and radio, as well as to websites and platforms. In the event of violations, the Ministry of Culture first issues a warning, and in cases of repeated offenses, may initiate legal proceedings.
He added that content created by social media users is regulated by separate legislative norms and does not always fall under the media law.
Gulsharkan Kultaeva emphasized that in exercising control, it is important to avoid limiting freedom of speech and the rights of journalists. She expressed the opinion that there is a need to find a balance between regulating the information space and protecting civil rights.
