Deputy of the State Duma on the Mandatory Health Insurance Fund: We need to acknowledge either our poverty or corruption
He emphasized that the residents of Kyrgyzstan are puzzled as to why mandatory health insurance (MHI) was introduced if they still have to pay out of pocket for treatment in hospitals.
According to the parliamentarian, although the Mandatory Health Insurance Fund (MHIF) has been functioning for quite some time, many citizens are unaware of their rights. In healthcare facilities, patients face a shortage of necessary medications and conditions that force them to pay extra to doctors.
Bekeshev also pointed out that the presence of long lists of services on boards in hospitals does not solve the problem, as it is difficult to navigate through them.
He proposed creating a simple digital solution, such as through the "Tunduk" app, so that citizens could immediately see the list of free services and medications available to them by right when visiting hospitals.
In his opinion, the lack of basic medications in maternity hospitals indicates either extreme poverty of the state or corruption, where free medications are hidden and resold to the population.
In response, Deputy Chairman of the MHIF Sanjarbek Isaev stated that work on digitalization has already begun. Since January of this year, a new tab "My Guaranteed Medical Rights" has appeared in the "My Health" section of the "Tunduk" app.
Isaev noted that currently the service is available at the outpatient level, where one can find out which services are provided for free or on a paid basis depending on the insurance status, as well as information about discounts on medications.
