Chegirtkeev, born on September 28, 1981, in Bishkek, graduated in 2004 from the Kyrgyz State University of Construction, Transport and Architecture with a degree in "Traffic Organization".
Since 2013, he has been working in the State Customs Service system, holding various positions from inspector to manager. Prior to his new appointment, he headed the Internal Investigations Department in the central office of the State Customs Service and holds the rank of Colonel of the Customs Service.
