
Priority is given to management skills rather than academic qualifications
A reform has begun in Kyrgyzstan concerning the management system of higher educational institutions. A new draft resolution, which has been put forward for public discussion, proposes to abandon the outdated model that requires a university rector to hold a doctoral degree.
The justification for the draft notes that a modern university requires an effective manager, not just a scholar working in an office. It is proposed to completely eliminate the requirement for an academic title and lower the necessary academic degree to a candidate of sciences or PhD. For creative universities, a new flexible alternative is introduced — an honorary title in the field of arts.
The document emphasizes that currently, strategic thinking and crisis management skills are more important than academic titles.
