According to the Ministry of Construction, there are 27 schools in emergency condition in the region, which makes the construction of the philharmonic less of a priority. The department believes it is more sensible to allocate funds for the construction of more than ten new educational institutions, which aligns with the needs of the local population.

The philharmonic project is temporarily on hold, and its implementation will be reviewed taking into account the specifics of the region and the actual needs of the population.

The possibility of implementing the project in a more compact format in the future is also being discussed.
