Donors Allocate Funds to Support the Preschool Education System in the Kyrgyz Republic

In the country's parliament, there is a bill regarding the ratification of the agreement on financing the "Education for the Future" project. This agreement, signed on October 14, 2025, in Washington, includes a loan of 4 million 360 thousand dollars and a grant of 2 million dollars from the International Development Association.

The total funding for the project amounts to 6.36 million dollars, of which 4.36 million dollars is a loan and 2 million dollars is grant assistance. These funds will be directed towards supporting the preschool education system in Kyrgyzstan, with the main goal of increasing the coverage of preschool-aged children and implementing a public-private partnership model in this area.

As part of the project implementation, the following key activities are planned:
1. Conducting repair and rehabilitation work, as well as equipping 9 existing buildings (returned kindergartens and public facilities) to create full-day kindergartens.
2. Reorganizing and modernizing spaces in existing kindergartens, including transforming sleeping and play rooms to increase the number of groups (128 rooms).
3. Implementing a pilot project based on the public-private partnership model using vouchers in the field of preschool education.

The pilot project will be developed based on an analysis of existing models of services for the upbringing and care of young children. It will aim to identify the most effective approaches, including public-private partnerships, to improve access to education and care for children aged 1 to 5 years.

4. Organizing five-day training sessions for 397 participants, including preschool education workers and women entrepreneurs, aimed at teaching modern methods of preschool education and management of various types of kindergartens.

The main goal of the additional funding for the "Education for the Future" project is to expand families' access to quality preschool education and ensure proper care for children throughout the day.
The loan conditions are as follows:

— the repayment term is 50 years, including a 10-year grace period;
— grace period: 10 years from the date of project approval by the board of directors;
— interest rate: 0% and no service fees;
— principal repayment: 1.25% every six months (payments start from the 11th year and continue until the 50th year);
— the maximum fee for obligations is 0.5% (the fees for obligations of the International Development Association are reviewed annually and currently amount to 0%).
