State Venture Funds. MP of the Mazhilis Fears Legalized Fraud

Deputy of the Jogorku Kenesh Dastan Bekeshev expressed his doubts about the state's participation in venture investing, stating that using taxpayer money in startups is an unacceptable risk.

At a meeting of the committee on finance, budget, and entrepreneurship, the draft law "On Venture Financing" was discussed.

In his speech, Bekeshev sharply criticized the proposal to create a state venture fund, emphasizing the potential risks of losing budget funds.

“Venture investments are associated with high risks. Why should we risk taxpayers' money? There is a possibility of inventing schemes that could turn into legalized fraud with money laundering. Tomorrow the tax service will come, and in response, they will hear: ‘Sorry, the money is lost, the startup failed,’” the deputy noted.

Bekeshev drew an analogy between such schemes and the operation of online casinos, which are used as crypto exchanges for withdrawing funds. He also reminded of the bitter experience of significant investments in state enterprises, which can no longer be recovered.

“This should be handled by private investors. We have already invested so much in state enterprises that we can no longer get it back. I will support the draft law in the first reading, but I ask to reconsider the role of the state by the second reading,” emphasized Dastan Bekeshev.

The draft law aims to develop the venture investment market and create a legal framework to support startups and innovative companies in the country.
