The basis for the criminal case was a video recording involving Temirlan Sultanbekov, after which the Ministry of Internal Affairs initiated investigative and operational activities.As part of the investigation, several politicians and former officials were detained and questioned, including Kadyrbek Atambaev, Shailoobek Atazov, Syimyk Zhapikeev, Kubanychbek Kadyrov, and others. The searches also affected the families of politicians and journalists, including former First Lady Raisa Atambaev, relatives of Temirlan Sultanbekov, and the family of journalist Dmitry Lozhnikov.
It later became known that Temirlan Sultanbekov, Kadyrbek Atambaev, Shailoobek Atazov, and seven others were placed in a temporary detention facility for the selection of a preventive measure, while others, such as Adakhan Madumarov and Syimyk Zhapikeev, were released after questioning.
