
Over the course of the week, several personnel changes took place in Kyrgyzstan.
Kanatbek Chynybaev appointed Minister of Emergency Situations.
His predecessor, Urmatbek Shamyrcanov, was dismissed from his position after only a month of work, due to suspicions of receiving a bribe while serving as Deputy Minister.
Kanatbek Chynybaev, born on November 4, 1983, graduated from the Issyk-Kul State Technical University named after Iskhak Razakov in 2006 and in 2018 from the Academy of Civil Defense of the Ministry of Emergency Situations of Russia. From 2006 to 2022, he worked in various structures of the Ministry of Emergency Situations, and since July 2022, he has been on a business trip at the Situational Center of the Presidential Administration, remaining in the personnel reserve of the Armed Forces. In February 2026, he became Deputy Minister.
Changes in the Ministry of Water Resources, Agriculture, and Processing Industry.
Two deputy ministers — Bekten Bekbolotov (at his own request) and Zhanibek Kerimaliev — were relieved of their positions. The new deputy minister is Aibek Shamenov, who previously served as the presidential representative in the Batken region since December 2024. Before that, he was the Deputy Chairman of the State National Security Committee.
The Central Election Commission terminated the powers of two deputies.
Deputy Kuvanychbek Kongantiev of the Jogorku Kenesh relinquished his mandate, representing electoral district No. 21 (Lenin District of Bishkek) with 13,379 votes. In parliament, he was part of the deputy group "El ümitü Ata-Jurt" and was the chairman of the committee on industrial policy, transport, and architecture.
His seat may be taken by Chingiz Aydarbekov, who previously served as Minister of Foreign Affairs and was a deputy in the previous convocation, receiving 6,259 votes in the elections.
Deputy Kurmankul Zulushov, elected from the multi-mandate district No. 10, also submitted a resignation request. His mandate will be transferred to Ulugbek Ormonov, who received 6,735 votes.
Kutman Mamyrkov headed the State Agency for Personal Data Protection.
Almazbek Usenov was relieved of this position. Kutman Mamyrkov, born on March 24, 1984, graduated from Osh State University and the Academy of Public Administration under the President of the Kyrgyz Republic. He previously worked in various ministries and departments, including serving as the State Secretary of the Ministry of Transport in 2021.
Personnel changes in the Border Service.
Marat Maralbaev was relieved of his duties as the first deputy director — chief of staff of the Border Service. He was replaced by Mirzamir Sydykov, who became the first deputy chairman of the State Border Service. Daniyar Satimov and Mansur Isakov were also appointed as deputy chairmen of the service.
Zhyldyz Sherimbekova became the head of the press service of the Jogorku Kenesh apparatus.
She graduated from the Kyrgyz-Russian Slavic University named after Boris Yeltsin in 2012 and worked as the press secretary for the presidential representative in Chui region, as well as the head of the information department of the Central Election Commission. The former head of the press service, Zhaynak Usen uulu, became an advisor on digitalization issues.
Chyngyz Moldokeev now heads the state enterprise "Kyrgyzgeologiya."
He replaced Akyl Toktobayev, who became the Minister of Natural Resources.
Chyngyz Moldokeev was born on June 29, 1987, and previously served as the deputy director of the State Enterprise "Central Laboratory" under the same ministry.
Deputies of the heads of Bishkek district administrations appointed.
Additional positions for deputy heads of districts have been created in the municipal administrations of the capital.
Marlen Aibekov was appointed deputy head of the Pervomaisky district administration, and Daniyar Manakeev was appointed deputy head of the Sverdlovsky district administration.
Talantbek Imanov became the mayor of Karakol.
Kanybek Adiev was relieved of his duties as mayor of the city. Talantbek Imanov, born on December 5, 1986, graduated from the law faculty of the Kyrgyz National University named after Jusup Balasagyn and worked as a special representative of the president for special assignments before his appointment.
Akyilbek Orozmatov appointed director of "Osh TV."
He replaced Maratbek Akimbek uulu, who left the position at his own request. Akyilbek Orozmatov is a journalist and a graduate of Osh State University, previously working as the press secretary of the Ministry of Education and serving as the program director of the "Yntymak" TV channel. The "Osh TV" channel was established in 1991 and became one of the first private television channels in the country.
