According to the new provisions, the functions of the Ministry of Foreign Affairs and the Ministry of Labor, Social Security, and Migration regarding the regulation of the attraction of foreign labor have been clarified.
In particular, the following new responsibilities have been assigned to the Ministry of Foreign Affairs:
- to monitor the process of attracting foreign labor in accordance with the needs of the domestic labor market;
- to develop proposals regarding the annual quota for attracting foreign workers and their distribution;
- to account for foreign citizens and stateless persons who have permission to work in Kyrgyzstan;
- to conduct analysis, monitoring, and forecasting of the situation with foreign workers in the country.
Furthermore, the changes also affected the provisions regarding the Ministry of Labor, from which norms related to the regulation of the attraction of foreign workers and their accounting were excluded.
Thus, there is a redistribution of functions for regulating labor migration among various state bodies as part of the optimization of migration policy.
This resolution will come into force in ten days.
