In Bishkek and Osh, there are 150 unfinished construction projects

According to information for 2024, there are 150 unfinished construction sites in Bishkek and Osh. This was reported by Bakai Turdugulov, Deputy Minister of Construction, during a joint meeting of parliamentary groups.

In response to a statement by Deputy Rahat Junushbaeva, who emphasized the issue of unfinished constructions that have not been completed by construction companies for 5-8 years, Turdugulov noted that the situation requires attention.

She also pointed out the lack of any measures against the heads of construction companies and raised the question of a unified approach to all construction organizations.

According to the Deputy Minister, unfinished construction sites are divided into three categories: the first includes houses where people already live, but occupancy permits have not been issued; the second includes buildings that are under construction but not yet completed; the third involves cases where companies have only started work by digging foundations or erecting a few blocks, after which construction stopped.

“In each specific case, we try to understand the situation and, where possible, issue occupancy permits. The problem with unfinished constructions is exacerbated by the fact that some heads of construction companies have either left the country or have criminal cases opened against them, and legal proceedings are ongoing,” he added.

There are also examples where investors are ready to complete the construction themselves if the land Red Books are handed over to them. In one case, the owner of the land plot is willing to transfer it to the investors.

Furthermore, one construction company, the name of which remains unknown, collected funds from citizens two years ago and is now unable to complete the construction. The Ministry of Construction has taken on the obligations to complete these projects,” noted Bakai Turdugulov.
