Kubanychbek Samakov, a deputy of the Jogorku Kenesh, has introduced a legislative initiative that proposes granting local authorities the power to restrict rallies. This initiative is currently in the public discussion stage.

The main goal of this proposal is to improve public safety and protect citizens' rights, as stated in the justification for the project.

It is suggested that local authorities should be able to establish locations for holding rallies and determine the routes for processions.

Currently, existing legislation allows for rallies to be held anywhere, preventing state and local authorities from determining the locations, times, and routes for peaceful gatherings.

Deputy Samakov believes that it is necessary to revise the current laws. He referred to statistics from the Ministry of Internal Affairs, which recorded 3,740 rallies and gatherings from 2020 to 2023, which in turn required police involvement to maintain public order. Many of these processions violated sanitary norms, blocked traffic for vehicles and pedestrians, restricted access to residential and social facilities, and damaged property and green spaces.

Additionally, the deputy cited examples of countries with similar restrictions, such as Lithuania, Russia, and European Union states.
