The new draft law proposes changes to the existing provisions and grants local authorities the right to designate locations for peaceful events and their routes.
According to the innovations, rallies and demonstrations must be held in specially designated areas, which will be determined by local authorities.
Currently, the law does not grant powers to state and local authorities to establish the place and time for holding assemblies. However, the new draft law intends to change this provision.
Additionally, amendments to several articles of the law are proposed, including:
- granting local authorities the right to determine the locations and routes for holding rallies;
- clarifying that peaceful assemblies can only take place in specially designated areas;
- removing mentions of restrictions on locations and routes from certain provisions.
The explanatory note states that these amendments are aimed at protecting public order and the safety of citizens not participating in the rallies.
The authors of the draft law emphasize that mass events can create difficulties for the local population, such as road closures, transportation and pedestrian movement difficulties, as well as potential violations of sanitary norms and damage to infrastructure.
According to law enforcement agencies, from 2020 to 2023, there were 3,740 rallies and demonstrations held in Kyrgyzstan, of which 1,727 took place in Bishkek.
