"General's Houses" and the Rise of Crime. The Plenipotentiary reprimanded the Mayor of Manas
The mayor of the city, Abdupati Matkalikov, spoke about the difficulties he faced after his appointment, including cases of illegal construction.
According to him, he receives between 200 to 300 citizens daily who come to him with various complaints, particularly concerning housing documents.
“To be honest, there is a lot of work to be done. When I took office, it felt like I had entered Afghanistan — the level of law and order was at a zero mark. These houses were built under the pretext of a general's directive,” the mayor noted, commenting on the situation with the "general's houses."
However, the presidential representative, Tilek Tekebaev, interrupted the mayor, accusing him of being unprepared for the meeting.
He emphasized that the mayor, having been in office for only 10 days, should not make excuses but should provide real solutions to existing problems.
Tekebaev also reported an increase in serious and particularly serious crimes in the city: while 129 such crimes were registered in 2024, their number rose to 193 in 2025. The increase in sexual offenses is particularly alarming.
“Your main task is to work on reducing these figures. Regarding housing documents, it is necessary to interact with the prosecutor's office,” the representative emphasized.
He added that city authorities should focus on restoring order, addressing issues of illegal construction, and ensuring the safety of citizens.
