In the Kyrgyz Republic, there have been no cases where civil servants themselves reported a conflict of interest.

At a meeting of the Jogorku Kenesh, Ruslan Kubataliev, the deputy director of the State Agency for State Service and Local Self-Government, reported that throughout the history of Kyrgyzstan, civil servants have never independently declared conflicts of interest. This statement was made in response to a question from Deputy Elvira Surabaldiyeva, who inquired whether there had been cases where civil servants voluntarily reported their conflicts of interest.

Kubataliev emphasized that the absence of such cases may be related to the fact that the Law "On Conflicts of Interest" has not been functioning effectively for a long time.

In addition, Baktygul Usenalieva, a representative of the State Agency, noted that the verification of data on appointed civil servants is carried out by the personnel services of the relevant agencies.

However, Surabaldiyeva expressed doubts that personnel workers would be able to effectively report identified conflicts of interest to their superiors.

Usenalieva also added that civil servants are required to fill out declarations of their private interests, where they indicate information about their salary and the presence of relatives working in the agency.

"If any inaccuracies are found in the information provided in the declaration of personal interests, those responsible will be subject to disciplinary action," she clarified.

Parliamentarians also raised the issue of the possibility of relatives working in the same government agency. Usenalieva noted that close relatives cannot work in the same agency if one of them is subordinate to the other.
