34 villages may lose their highland status. The Cabinet proposed a transitional period.

The Cabinet of Ministers of the Kyrgyz Republic has initiated a discussion on a new draft resolution concerning the population living in villages that were previously recognized as high-altitude.

Within the framework of this document, it is proposed to establish a temporary provision that ensures the preservation of state payments for those whose settlements are excluded from the list of high-altitude areas.

According to the explanatory note, in October 2025, the Cabinet approved a new list of settlements located in the high-altitude zones of the country. As a result of the inventory conducted, it was determined that 34 villages do not meet the criteria established for high-altitude areas.

Since 1997, residents of these settlements have received various allowances to salaries and social benefits as part of state support for high-altitude and remote areas.
To prevent a sharp decline in the living standards of the population, the draft resolution provides for a transitional period.
During this transitional time, those citizens who, at the time of exclusion from the list, live and work in the specified villages will retain the right to receive additional payments.

According to the draft, the payments of district coefficients and allowances will be carried out by the Ministry of Labor, Social Security and Migration, the Ministry of Finance, and local state administrations.

The text of the draft resolution is available on the portal for public discussion of regulatory acts. After the discussion is completed, the document may be submitted for approval by the Cabinet of Ministers.
