The initiative was developed as part of the implementation of the presidential decree dated March 10, 2025, which concerns increasing efficiency and reducing bureaucracy in the public service system.
One of the key proposals of the bill is the introduction of the term "private data providers." This concept will encompass legal entities that are not part of government bodies or local authorities but possess significant volumes of digital information useful for official statistics.
In particular, this refers to data from telecommunications companies, banks, retail chains, as well as transport and logistics firms, online platforms, and e-commerce services.
The bill also emphasizes the principle of priority use of administrative data, which should ease the burden on both businesses and citizens. It is proposed to eliminate the duplication of information requests from various government agencies to respondents.
Additionally, the document provides for the following measures:
- the obligation of government bodies and producers of official statistics to engage in inter-agency information interaction;
- expanded access for the National Statistical Committee to administrative and private data;
- limiting the use of collected information exclusively for statistical purposes;
- the necessity of complying with legislation on personal data protection and the principle of statistical confidentiality.
If the bill is adopted, it will come into force six months after its official publication.
