Kyrgyzstan banks will simplify the opening of branches abroad

On March 6, 2026, the President of Kyrgyzstan, Sadyr Japarov, approved a decree aimed at simplifying the entry of domestic banks into international financial markets. This step is intended to improve the competitiveness of the country's banking sector and optimize the operations of financial institutions in foreign jurisdictions.

According to the new decree, the National Bank of the Kyrgyz Republic has been given a period of three months to refine the regulatory framework concerning the activities of Kyrgyz branches abroad. The regulator is tasked with establishing clear requirements for the annual capitalization of such banks to ensure their financial stability and uninterrupted operations. The National Bank is also instructed to prepare initiatives for the full implementation of the provisions outlined in the decree.

An important aspect of the document concerns security and compliance issues. Banks opening branches abroad are advised to strictly adhere to both the legislation of Kyrgyzstan and the legal norms of the host countries, as well as international standards for combating the legalization of proceeds from crime. Compliance with sanction restrictions in foreign jurisdictions and ensuring transparency in reporting on the activities of foreign subsidiaries is also a crucial condition.

Experts note that changes in the rules may have a positive impact on the country's economy. This will open up new opportunities for businesses for more efficient international transactions and the expansion of financial instruments beyond Kyrgyzstan. Ordinary citizens will be able to benefit from improved banking services, including simplified procedures for money transfers, account servicing, and the use of national cards abroad.

The decree will come into effect ten days after its official publication.
