The President opposed additional requirements for energy storage in renewable energy sources.

The President of Kyrgyzstan expressed his disapproval regarding the proposed norms that imply the introduction of additional requirements for energy storage systems within renewable energy projects. This position was voiced by Energy Minister Talaybek Ibraev at a meeting of the relevant committee of the Jogorku Kenesh.

The proposals included establishing mandatory conditions at the legislative level concerning the localization of equipment production, registration of suppliers and service operators in the state register, as well as the presence of service infrastructure within the country.

The minister noted that such measures could negatively impact the investment attractiveness of the renewable energy sector. He emphasized that strict requirements could significantly reduce the number of potential investors and technology suppliers.

“Currently, there are no factories in Kyrgyzstan producing such equipment. Furthermore, there are no accredited service operators for servicing energy storage systems, and the necessary state register has not yet been created,” Ibraev added.

The minister also pointed out that activities related to the supply, storage, and servicing of energy storage systems do not fall under the category of natural monopolies. He believes that the introduction of mandatory registration in the state register could lead to an artificial narrowing of the market.

As a result, the committee decided to support the president's objection and send the draft law "On Amendments to the Law of the KR 'On Renewable Energy Sources'" for further development.
