In the background note to the draft, it is emphasized that the development of this document is aimed at optimizing the functioning of the committees, as well as at a clearer distribution of their powers, taking into account the innovations in the structure of the Jogorku Kenesh.
According to the draft, the issues of management for eight committees will be redefined. In particular, the powers for the following areas are clarified:
- constitutional legislation and regulations;
- international affairs, security, defense, and migration;
- agricultural policy, ecology, water resources, and subsoil use;
- science, education, IT, culture, sports, and youth policy;
- industrial policy, transport, energy, architecture, and construction;
- financial issues, budget, entrepreneurship, and competition;
- judicial and legal aspects, law enforcement, combating crime and corruption;
- healthcare, labor, women's affairs, and social issues.
During the preparation of the draft, proposals from the committees themselves were taken into account:
- for the committee on international affairs, aspects related to international treaties were clarified, excluding the need for approval of the appointment of ambassadors and consuls general;
- in the committee on agricultural policy, sections related to water resources and ecology were expanded;
- in the committee on science and education, directions related to information technology and religion were clarified;
- the committee on industrial policy was given additional questions regarding logistics for remote settlements and state housing programs;
- in the committee on judicial and legal issues, attention was focused on the judicial system, the status of judges, and procedural legislation.
The authors of this draft note that the adoption of the resolution will not entail additional costs from the republican budget and does not require an analysis of regulatory impact, as it does not affect issues of entrepreneurial activity.
