
According to a new decree from the President of Uzbekistan, Shavkat Mirziyoyev, starting in 2027, young people who marry at the age of 21 and older will be able to receive state support as a priority. If such families are registered in the Social Registry, they will have the opportunity to increase the amount of subsidies, grants, and loans by 1.5 times. Additionally, couples who arrange a marriage contract in advance will be exempt from paying the state duty when registering their marriage.
One of the key aspects of this decree is the fight against the practice of early marriages, which account for up to 40% of all unions formed in the country. Authorities plan to introduce administrative measures against those who persuade minors to marry or promote such relationships. Starting from September 1, 2026, citizens who report such violations will be able to receive a reward of 15% of the imposed fine amount. Employees of medical institutions, educational organizations, and religious institutions will be required to report to law enforcement about cases of early pregnancies or attempts to marry individuals under the age of 16. To monitor the situation, the Ministry of Internal Affairs will create a special electronic module called O"smir-signal.
Furthermore, the reforms will also affect the educational sector: starting from the 2026/27 academic year, pregnant students and mothers of children under three years old will have the opportunity to continue their education. They will be allowed to return to universities with individual conditions for mastering the curriculum. A large-scale program for preparing for family life without violence will also be launched in the country. By 2030, it is planned that all couples entering marriage will undergo free training in special centers.
