President of Kyrgyzstan Sadyr Japarov has decided to withdraw the bill from the Ministry of Internal Affairs regarding the checking of drivers' knowledge of traffic rules on the roads from the Jogorku Kenesh. He noted that the initiative has not been completely rejected and can be reconsidered when the staff of the State Traffic Safety Department (GUOBDD) are fully prepared. The head of state announced this in an interview with the "Kabar" agency.

- You ordered the withdrawal of the Ministry of Internal Affairs bill concerning the checking of knowledge of traffic rules on the roads. The public received this news positively. Does this mean that the initiative is canceled completely or can it be implemented in another form?

- The idea originated from the Ministry of Internal Affairs, which planned to stop drivers and check their knowledge of traffic rules. If a driver was found to be unfamiliar with the traffic rules, their license could be confiscated and they would be required to retake the test.

Although the method itself has its positive aspects, I believe that its implementation under current conditions is premature. First and foremost, it is necessary to prepare the staff of the GUOBDD. It is no secret that some inspectors themselves are not always confident in their knowledge of the rules. Therefore, we can only return to this issue after they reach the necessary level of professional training.

The main goal of this measure is to reduce the number of traffic accidents. I have repeatedly emphasized that the increase in accidents is related to those who previously simply bought their licenses without having the proper knowledge. This leads to tragic consequences for citizens. Checking knowledge is one of the ways to combat this problem. Our people often talk about "lustration," and in this context, it can also be viewed as part of "lustration."

We have done significant work to cleanse the upper echelons of power over the past five years and have almost completed this process. Now it is time to pay attention to other areas. How else can we bring order to this field? If we leave violators unchecked, the number of accidents will grow every day, leading to loss of life and injuries. Therefore, this area needs special attention.

From this moment on, purchasing driver's licenses will become practically impossible. The state has taken this issue under strict control. We must convince those who previously acquired licenses to study the rules. Only in this way can we ensure safety on the roads of Kyrgyzstan.
