Vice Speaker and Deputy Exchange Sharp Statements Again
Karybek uulu stated: "We pass laws and hand them over to the cabinet of ministers without showing any interest in their further fate. If an engineer makes a mistake in building a bridge by just one centimeter, it can lead to its collapse. Our mistakes can also cause serious harm to the people."
The deputy also pointed out that in the last three years, 677 laws have been adopted, but only eight of them have undergone monitoring and analysis, which is a direct responsibility of the Jogorku Kenesh.
"The quality of our bills has noticeably declined. When we raise issues about shortcomings, colleagues often start to get personal and give each other unflattering assessments. If we take pride in being the best lawyers in Kyrgyzstan, let's demonstrate this through quality laws," he added.
Karybek uulu also emphasized that the parliament, acting as a "law production factory," should focus not on quantity but on quality. He proposed creating a parliamentary institute for analyzing and studying the impact of laws, which would include one representative from each of the eight committees.
In response, Vice-Speaker Mederbek Aliyev agreed with his opinion, noting that the Jogorku Kenesh should not only adopt laws but also monitor their implementation. "We, the deputies, must be educated and have experience in public service, not just skills acquired in maternity hospitals," he emphasized.
Karybek uulu added that Aliyev rightly pointed out the importance of accountability among public servants. "Some of them think they are the only smart ones, and everyone else is a fool. But it is society that will assess their contribution. We need to be aware of our responsibility," noted the deputy.
Speaker of the Jogorku Kenesh Marlen Mamataliyev urged colleagues to maintain discipline, reminding them that parliament is a place for open discussions and opinions, but discussions should take place within the framework of parliamentary ethics and legislation.
It is worth noting that earlier, Aliyev and Karybek uulu had a dispute at a committee meeting over a bill proposed by the vice-speaker.
