Deputies removed from the agenda the bill on testing drivers who violated traffic rules

At a recent meeting of the Jogorku Kenesh, deputies decided to exclude from the agenda a bill concerning the testing of drivers who have violated traffic rules. This bill is currently under consideration in its first reading.
The proposed changes included the introduction of mandatory knowledge checks of traffic rules for those drivers who committed certain offenses.
Many elected representatives expressed the opinion that the document needs further refinement taking into account their comments, as it contains numerous contradictions. Deputy Gulya Kozhokulova expressed doubts about the feasibility of implementing this project, considering the traffic congestion in cities.
“We already have a lot of traffic jams. If inspectors start conducting tests right on the street, it will only exacerbate the problem,” she noted.
Toktobubu Ashymbaeva, another deputy, suggested that the Ministry of Internal Affairs present the bill only after the complete digitization of the entire process. She pointed out that currently, errors are possible due to the human factor, and cameras are not installed everywhere. “What you are proposing is already being implemented under Article 38.1. I believe this bill has been presented too early,” she added.
Deputy Minister of Internal Affairs Oktobyr Urmambetov stated that all mechanisms will be determined by a government resolution. He clarified that Part 1 of Article 38 already contains six provisions that provide for retesting for drivers who have violated rules recorded by the "Safe City" cameras, and this practice is already in place. Article 38.2 provides for knowledge checks at the site of the traffic violation, and in case of an incorrect answer, the driver will be required to retake the test.
Urmambetov also noted that work on installing cameras is ongoing.
At the meeting, he explained how the testing will take place: “After the protocol is drawn up, the driver will receive a link to the test on a tablet. The program will present six random questions, and to pass successfully, they need to answer four correctly. If the driver fails the test, their license will be revoked, and they will be sent for retesting. The testing will concern serious violations, such as speeding, driving into oncoming traffic, illegal overtaking, and maneuvers,” he added.
