During the meeting on March 4, he expressed dissatisfaction that the officers of the Patrol Police Department used this incident to create a stir and compromise him.
According to Kokulov, the violation occurred around 7 a.m., but the officers arrived at his home only at 11. He raised a reasonable question: "How can search activities be conducted against me if this contradicts the Constitution?"
In response, a representative of the Main Department for Ensuring Road Safety stated that his statement would be reviewed, and a written response would be provided.
The officer added: "The investigation is ongoing. Officers were called to the scene by local residents."
The deputy also inquired whether the Instagram pages t.police and bishkek.police are official accounts of the Main Department of Road Safety.
To which the officer replied: "No, these are not our official pages."
Kokulov continued: "Why then do these pages violate my constitutional rights and publish videos online? Why do officers without body cameras issue a protocol? Why was the press service the one to draft the protocol? If they themselves violate the law, how can they check other drivers? You published a video portraying me in a bad light, while I only had a question about not interfering in my personal life. I even said that I would call and ask to draft the protocol myself," the deputy explained.
Deputy Minister of Internal Affairs Oktay Urmambetov added that the Patrol Police officers did not know it was Kokulov's car.
He also noted: "A service check is being conducted regarding the damage to your reputation."
Kokulov summarized: "I understand why these norms are being introduced, but, dear president, we must start with the representatives of the law. If they violate the law and the Constitution, how can we trust them to check drivers' knowledge?"
