Testing Knowledge of Traffic Rules on Site. The Deputy Urged Not to Create a Feeding Trough for the Traffic Police

At the recent meeting of the Jogorku Kenesh, Deputy Dastan Bekeshev sharply criticized the initiative of the Ministry of Internal Affairs to conduct knowledge checks of traffic rules (TPR) among drivers who have violated the rules. He believes this will lead to the creation of a new corruption scheme for the State Traffic Safety Inspectorate (GUOBDD).

According to Bekeshev, such a practice could make traffic police officers "millionaires," as often issues on the roads are resolved for money. He expressed doubt that the traffic police officers have sufficient knowledge of the TPR to conduct such checks and suggested instead installing video cameras. "Otherwise, we will face arbitrary interpretations," he added.

The deputy also questioned whether such practices exist in other countries. Deputy Minister of Internal Affairs Oktobyr Urmambetov replied that according to current legislation, drivers who have violated the TPR three times are sent to retake the exam.

“There is no such practice in the world. Our goal is to facilitate the process of resolving traffic violation issues on-site. More than 90% of traffic accidents occur due to violations by drivers. Who will be responsible for human casualties? Analysis shows that even experienced drivers often grossly violate the rules. We are actively fighting corruption among the Ministry of Internal Affairs employees, so I disagree with the deputy's opinion,” noted Urmambetov.
