Deputy of the Housing Committee Proposes to Simplify the Subcategory System for Drivers
Bekeshev questioned why a person with a category D license is not allowed to drive a vehicle under category D1, calling it absurd. He noted that despite the ability to operate large vehicles such as KamAZ trucks and buses, drivers are prohibited from driving smaller "Porters" or minibuses.
Representatives of the relevant agencies were unable to provide a satisfactory answer to his proposal to simplify the category system, citing existing regulations.
“I am addressing you, but what do you think? Silence. Unfortunately, my initiative was not supported, and I was told that it is necessary to consider other laws and somehow resolve this issue,” Bekeshev commented on his Telegram channel after the discussion.
The deputy noted that the current regulations negatively affect the operations of transport companies, which are unable to carry out transportation. Drivers with categories D, C, or E are forced to retake practical exams to obtain subcategories C1 or D1.
“They have to retake exams, stand in lines, renew their licenses, and pay for it. It creates the impression that this is done solely for profit at the expense of people,” the parliamentarian concluded.
