The Housing Committee approved the provision of discounts for the education of children of hero mothers.
Deputy Meder Chotonov reported that a project was presented to the Jogorku Kenesh, which proposes to provide a state educational benefit for the children of women awarded the "Baatyr Ene" order.
“Women honored with the title of 'Baatyr Ene' play an important role in the demographic development of the country and in raising the youth. As of January 1, 2026, more than 31,000 women hold this status. However, the supplement to their pension is only 1,000 soms, and 75 women aged 55 receive only 3,000 soms,” he noted.
To support these mothers and their children, it is proposed to establish a 50% discount on paid education in higher educational institutions of Kyrgyzstan, regardless of the ownership form and departmental subordination of the educational institution. This benefit will only apply to obtaining the first higher education.
The Cabinet of Ministers has been tasked with developing the necessary regulations and establishing the procedure for providing this benefit. The Ministry of Science, Higher Education, and Innovations must also develop a mechanism for its implementation and account for all recipients,” Chotonov added.
Kanybek Dosmatov, Deputy Minister of Labor, reported that as of today, 31,764 Hero Mothers are receiving pensions.
During the discussion of the bill, it became clear that the exact number of Hero Mothers in the country is unknown. There is data only on those who receive pensions, while some women who have given birth to seven children have been unable to obtain this status due to bureaucratic difficulties in gathering the necessary documents.
Some deputies criticized this resolution, pointing out the lack of calculations for the necessary financial resources for its implementation and characterizing the document as "raw." Nevertheless, in the end, the deputies supported the initiative.
