Aliyev noted that pharmacists selling potent medications to children without proper instructions could face up to three years in prison. According to him, after conducting an unverified survey among citizens, the risk of drug distribution has significantly decreased. Previously, advertising drugs was punishable only by a fine, but now the punishment can range from 5 to 15 years.
He also emphasized that drugs have become a real plague of the 21st century, especially among high school students and university students in Bishkek, Manas, and Balakchy.In this regard, Aliyev proposed banning the advertisement of potent substances and drugs, as well as making changes that would allow for the initiation of cases to declare a citizen partially incapacitated due to addiction upon the request of family members or guardianship authorities.
Deputy Gulnara Baatyrova clarified whether the changes are limited only to terminology. Aliyev replied that the current law only includes the concept of "narcotic substances."
“We aim to expand this definition, as it previously covered only hashish and heroin, but now new substances have emerged, such as mephedrone and spice. It is necessary to introduce a broader concept for all substances that alter consciousness,” he added.
Karybek uulu objected, pointing to a report stating that the changes do not carry social and economic risks.
He commented: “You refer to a zero level, which is not true, as the law will impact judicial practice and advertising.”
To this, Aliyev responded that he does not intend to take an exam from Karybek uulu and called for a discussion of the bill without populism.
Karybek uulu countered that he represents the interests of the people and has equal rights with Aliyev.
As a result of the discussion, committee members approved the proposed bill.
