Member of the Central Election Commission Kairat Mamatov criticized the idea of reducing the composition of the commission

Kairat Mamatov, a member of the Central Commission for Elections and Referendums, expressed his negative attitude towards the proposal by deputies of the Jogorku Kenesh to reduce the composition of the commission.

He emphasized that the current number of commission members, which is 12, is important for ensuring a balance between the president and parliament, with six from each side. In his opinion, this helps to take into account the views of both branches of power and maintain the necessary balance of institutions.

According to Mamatov, even if formal parity is maintained, reducing the number of commission members to 8 or 10 will lead to a decrease in its representativeness and may change the distribution of influence within the body.

“In conditions of political instability or crisis, it is significantly more difficult to exert pressure on a larger composition than on a limited number of members. The smaller the composition, the easier it is to influence the final decisions,” noted the member of the CEC.

He also added that the methods of forming the CEC have a direct relation to the trust of society and international observers in the elections. Therefore, any discussions about changes should take into account not only financial aspects and efficiency but also the necessity to preserve the independence of this body responsible for organizing elections.

It is worth noting that a draft constitutional law has been presented in the Jogorku Kenesh, which proposes to reduce the composition of the Central Commission for Elections and Referendums of the Kyrgyz Republic from 12 to 7 members. This document was prepared by a group of deputies.
