The initiative, prepared by a group of deputies, was developed in accordance with the presidential decree dated December 30, 2025, aimed at improving public administration and reducing the level of bureaucracy. According to the authors, reducing the number of members of the CEC will enhance its efficiency, accelerate decision-making processes, and lower financial costs from the national budget.
As part of the new project, the procedure for forming the composition of the commission is changing:
- Three members will be appointed at the proposal of the president;
- Four will be elected by the parliament on its own initiative.
The authors of the bill are confident that such a structure will maintain a balance of power and prevent situations where an equal number of votes leads to a blockage of decisions.
The explanatory note states that these changes are based on international practice, according to which the effectiveness of electoral bodies does not depend on their number.
The document also emphasizes that the implementation of the proposed project will not require additional budget expenditures and will not lead to negative social or legal consequences.
