EU Sanctions Special Representative Visits Kyrgyzstan. Banking Operations Discussed Again

On February 26, David O'Sullivan, the European Union's special representative for sanctions, held a press conference where he shared information about sanctions related to Russia and their impact on Kyrgyz companies and banks.

The European Union is particularly closely monitoring 80 dual-use goods that are imported from Europe to Kyrgyzstan. Of these, 50 have been used in Russian armaments, while the remaining 30 items are critically important for its production. In this regard, if there are reasonable suspicions of the re-export of goods to Russia, the EU does not rule out the possibility of imposing new export restrictions on Kyrgyzstan.

O'Sullivan noted that the European Union respects the sovereignty of Kyrgyzstan and its long-standing ties with Russia. "We cannot interfere in internal affairs, but we hope that the Kyrgyz authorities will take our warnings into account. The sanctions measures applied to Kyrgyzstan concern the entire Central Asian region," he emphasized.

Previously, the European Union proposed to impose sanctions against two banks from Kyrgyzstan that have already been subjected to similar measures by the United States and the United Kingdom. These measures are part of the 20th package of EU sanctions adopted in response to Russia's war in Ukraine.

It is also worth noting that EU countries recently approved the 19th package of sanctions against Russia, which covers Russian banks and cryptocurrency exchanges, as well as their structures in other countries, including India and China. This package includes 22 individuals and 45 organizations from Russia, Hong Kong, China, India, Thailand, and Kyrgyzstan. Banks such as "Tolubai" and "Eurasian Savings Bank" have been sanctioned. Earlier, sanctions were imposed against the banks "Keremet" and "Kapital" by the United States and the United Kingdom. The Ministry of Foreign Affairs of Kyrgyzstan stated that "the country strictly adheres to international obligations and conducts an open and constructive dialogue with partners from the European Union to prevent circumvention of sanctions restrictions." A working group has also been proposed to address emerging issues.
