According to this agreement, a Universal Center will be established in Tashkent, which will include the Center for Information Security and the Center for Combating Transnational Organized Crime, located in Bishkek.
The Council of Heads of State of the SCO has the opportunity to create additional divisions of the Universal Center in the member countries if necessary.The Universal Center will be a permanent body of the SCO aimed at improving interaction between the competent authorities of the states and coordinating their efforts to combat security threats such as terrorism, separatism, extremism, and transnational organized crime. This includes their manifestations in the information space, which is regulated by international legal documents of the UN and SCO.
The Universal Center will have the status of a legal entity and will be able to:
- enter into civil law contracts;
- acquire and manage movable and immovable property;
- open and maintain bank accounts in any currency;
- represent interests in court as a plaintiff or defendant.
The financing of the Universal Center will be carried out from the SCO budget.
