Investors in Kyrgyzstan Strengthen Legal Protection


The state institution responsible for investments under the President of the Kyrgyz Republic is intensifying its efforts in the area of legal protection for investors. This was reported by the agency's press service.

Since the introduction of the new procedure for processing complaints from investors on January 28, 2022, the National Investment Agency (NIA) has received 63 appeals, of which 61 have been considered. From 2022 to 2024, 35 complaints were registered, in 2025 — 24, as well as two complaints that were carried over from 2024. The agency has actively supported investors in resolving issues related to tax reassessments, refusals by local authorities to provide or extend land plots, as well as unlawful inspections by law enforcement agencies and other administrative barriers.

The NIA also provides legal consultations and clarifies laws, allowing investors to make timely decisions. Agency specialists analyze investment agreements and regulatory acts, ensuring their compliance with legislation and protecting the interests of all parties.

On May 12, 2025, the agency was integrated into the automated system of the General Prosecutor's Office "Investor Complaint Registry," which contributed to increased transparency and improved interagency cooperation in the area of investor rights protection.

An open dialogue was held in Bishkek, organized by the NIA as part of the implementation of the presidential decree. Participants discussed measures to improve the business and investment environment, as well as to strengthen legal protection for investors and trust between the government and the business community.

The meeting was attended by heads of state institutions, representatives of the Secretariat of the Council for Business Development and Investments under the Cabinet of Ministers of the Kyrgyz Republic, as well as business associations. One of the main outcomes was the signing of a trilateral memorandum of cooperation between the NIA, the General Prosecutor's Office of the Kyrgyz Republic, and business associations aimed at developing partnership relations between the state and business.

Dialogue participants called on the authorities to facilitate the creation of stable and predictable conditions for doing business, which in turn should enhance the country's investment attractiveness.
