In her opinion, citizens of both countries, especially those living and working in border areas, face serious difficulties when crossing the border.
“The existing 90 out of 180 days regime, which takes into account the total number of exits and entries, raises many questions. Kazakhstan is our fraternal nation, and there are trusting relations between the presidents of the two countries. Can't this regime be simplified to make life easier for people? Many of them work in the markets of neighboring countries, and there are mixed families. We need to actively address this issue, possibly through people’s diplomacy and persistence in negotiations,” emphasized Gulya Kozhokulova.
Deputy Foreign Minister Almaz Imangaziev confirmed that the issue of revising the 90 out of 180 days regime has been discussed with Kazakhstan for a long time.
“We raise this issue with our neighbor every year. However, in 2025, we did not receive a response to our request and were forced to establish a similar regime for citizens of Kazakhstan. If Kazakhstan decides to cancel this regime, we will also immediately abandon it,” he added.
Imangaziev also noted that citizens of Kazakhstan do not face bureaucratic difficulties when registering. “We constantly monitor the situation at the border and can assert that there is not a large number of citizens of Kazakhstan who cannot enter Kyrgyzstan. In the near future, we plan to make changes to the legislation to ease conditions for certain categories of citizens of Kazakhstan who will also find it difficult to cross the border,” he concluded.
