Dastan Bekeshev: The Presentation of State Awards Should Have an Element of Surprise
In his view, the existing award system should be reconsidered.
“Currently, individuals who are honored have to gather all the necessary documents and signatures themselves, whereas this should be done the other way around. The body issuing the award is obligated to check the recipient for any criminal record and gather all documents to maintain the element of surprise during the presentation. Otherwise, receiving a state award turns into a display of vanity, where a person seeks out their own award,” Bekeshev stated.
He also noted that deputies are often approached for help in obtaining various titles or awards. “Sometimes you even feel ashamed to ask the elders: ‘Why do you need this? Will you become smarter or more respected from this honorary certificate?’ It is essential to fundamentally change the approach to the awarding of state honors,” the deputy added.
The head of the Ministry of Justice, Ayaz Bayetov, agreed that the problem exists, pointing out that the process of receiving an award has become a real chase for documents. “If the draft law is adopted, the awards commission is ready to review its procedures,” he noted.
It is worth reminding that the proposed draft law suggests reducing the number of state awards from 46 to 20.
