In Kyrgyzstan, the circle of individuals who can be prosecuted for the use of torture has been expanded
The main innovation is related to strengthening the fight against violence: criminal liability for torture will now apply not only to officials but also to any citizens acting in an official capacity. The law includes a clarification that specifies which individuals this applies to.
According to information from the General Prosecutor's Office, in 2025, 43 reports of torture were registered; however, a criminal case was initiated in only one instance in the Issyk-Kul region. The other complaints were dismissed due to the lack of elements of a crime.
