The 'Akyilman' Project Will Become a Forge for a New Elite: A Bet on a United Kyrgyzstan
As part of his long-term strategy, President Sadyr Japarov presented a new model for training government personnel aimed at addressing the issue of regional confrontation in Kyrgyzstan.

At the heart of this reform is the development of a network of boarding schools called "Akyilman." The first such school is already operating in Cholpon-Ata and is accepting talented students from all corners of the country. In the near future, it is planned to open another 7–8 similar institutions in various regions.

The President emphasized that graduates of "Akyilman" schools will be able to enter public service after completing their university education, based on a previously adopted law.

“We are laying the foundations for the future state elite, which will not divide the country along regional lines,” he added.

The second stage of the reform involves the introduction of a rotation system for students studying on budgetary places. Starting from September 2027, there will be a redistribution of budgetary places: applicants from southern regions will be sent to study in the north, while students from the north will go to the southern regions.

According to the President, about 10,000 graduates receive places in universities at the expense of the state budget each year. It is planned that 5,000 students from each region will study outside their area of residence.

To implement this model, new student dormitories are being constructed in regional centers.

According to the head of state, such a system, operating for 20–30 years, will contribute to the natural disappearance of regional oppositions and the formation of a new generation of managers with a nationwide mindset.
