The main objectives of this legislation are to improve measures to combat corruption, eliminate shortcomings in assessing the level of corruption in state and local authorities, as well as to promote digitalization and conduct educational and preventive activities to foster an anti-corruption culture. Furthermore, the law aims to create an environment where there is no place for corruption and to implement the presidential decree regarding the State Strategy for Combating Corruption in Kyrgyzstan for 2025-2030.
Among the key provisions of the law, the following can be highlighted:
- regulation of the subject, goals, and objectives of the fight against corruption, as well as the definition of terms, which should eliminate ambiguity and reduce the risk of abuse;
- definition of the participants in the anti-corruption process, their functions, as well as the responsibilities of the authorized body for preventing corruption, as well as state and municipal institutions and enterprises;
- measures to prevent and combat corruption, liability for violations, and minimization of consequences;
- responsibilities of the authorized body for maintaining a unified register of corruption crimes and a register of offenses related to conflicts of interest for the state body on civil and municipal service issues.
