Deputy Foreign Minister of Russia Mikhail Galuzin announced the country's readiness to discuss the possibility of introducing temporary external governance in Ukraine under the auspices of the United Nations, the agency reports.

According to Galuzin, this approach could ensure fair elections in Ukraine and facilitate the formation of an effective government with which a comprehensive peace treaty could be concluded.

He noted that the concept of external governance in Ukraine after the conflict is not new and was voiced by President Vladimir Putin as one of the possible options.

The Deputy Minister added that Russia is ready to guarantee the absence of missile strikes on election day, while emphasizing the need to consider the interests of 5-10 million Ukrainians living in Russia, who should also have the opportunity to vote.

Galuzin also referred to the historical experience accumulated in regions such as Eastern Slavonia, Baranja, and Western Srem, as well as in East Timor and Cambodia.

“The process of transferring territories to temporary UN administration usually involves several stages and requires the fulfillment of certain conditions,” he clarified. “The first step is to reach an agreement between the conflicting parties—either directly or through intermediaries—on transferring governance powers to the UN. Specific steps and their content can become the subject of further negotiations,” he concluded.
