Tough Review at the Judicial Department Board: What Led to the Reprimand
The Deputy Director of the Judicial Department and Chief Bailiff, Kanat Osmonov, reported that last year, 5,408 court acts were received for enforcement. The level of execution of orders for compulsory summons was 80%. Bailiffs ensured order at 76,486 court sessions, which is 5,445 more than the previous year. Additionally, 289 requests regarding assistance in the enforcement of court decisions were considered.
The Chairman of the Supreme Court expressed dissatisfaction with the delays in ensuring proper security for courts and the creation of special facilities for storing weapons. Out of 72 courts in the country, 71 are under full security; however, the issue with the Pervomaisky District Court of Bishkek is planned to be resolved by the end of the second quarter of 2026.
Aida Osmonbekova, Deputy Director of the Judicial Department, spoke about current projects for the construction, major repairs, and expansion of district and city courts in various regions, including Issyk-Ata, Moscow, At-Bashy, Kara-Suu, Sokuluk, Kochkor, Kara-Kulja, Alamedin, Chatkal, Sverdlovsk, Chon-Alai districts, and the city of Kyzyl-Kiya. Work is also underway for the major repair of the administrative building of the Judicial Department and the preparation of documents for the construction of a new building for the Jumgal District Court.
The meeting emphasized the execution of the budget, where cases of incomplete utilization of allocated funds were recorded. Heads of departments that violated financial regulations received strict warnings.
Furthermore, the Chairman of the Supreme Court noted that digitalization in the regions is progressing at an insufficient pace and instructed to accelerate the integration of modern technologies.
As a result of the discussion, specific goals for 2026 were outlined. The leadership of the Judicial Department was tasked with taking strict disciplinary measures against those who failed to ensure the proper execution of assigned tasks.
