The President strengthens ties with the Jogorku Kenesh


Personnel decisions are sometimes perceived as mere changes of people in positions. A decree is signed, a new person is appointed, and soon such news is forgotten. However, there are appointments that attract more attention, especially if they follow alarming statements from the head of state.

President Sadyr Japarov recently touched upon the topic of a possible political split in an interview. He spoke not only about disputes in the Jogorku Kenesh but also about attempts to divide deputies into "friends" and "foes," mentioning two sides — the general and the president. For the political system, such words serve as a warning signal, indicating the tension that has arisen within the elites.

Immediately after this appointment, a new key figure appears in the Jogorku Kenesh — Bektur Zulpiev, appointed as the authorized representative of the president and the cabinet of ministers.

Although at first glance this position may not seem very prominent, it is through Zulpiev that daily interaction between the parliament and the executive branch is carried out. He is the person who explains the essence of bills, smooths over conflicts, negotiates, and sometimes prevents crises before they arise.

Thus, Zulpiev's appointment appears quite justified.

He is not a flamboyant politician or a lover of loud statements; rather, he is a bureaucratic lawyer with extensive experience. Such specialists are valued for their ability to foresee risks and communicate with various centers of influence in a common language. In systems where stability is more important than political improvisation, such figures become particularly relevant.

Another important aspect is that Zulpiev has many years of experience in constitutional law and participation in reforms of the Basic Law. He can be called the architect of the rules of the game. When the rules begin to change, it is logical to turn to someone who knows them from the inside.

Of course, one appointment alone cannot instantly change the political atmosphere. The parliament always remains a stage for intrigues, ambitions, and hidden competition. However, the emergence of an experienced negotiator can significantly reduce tension.

The question is not whether the situation will become calmer in the near future, but whether the authorities recognize the looming problems and have decided to act in advance.

In politics, it is rare to speak openly about impending difficulties; such matters usually become apparent through personnel decisions.

Thus, Zulpiev's appointment can be seen as a cautious signal. The center of power seems to prefer manageability over rigidity, subtle relationship-building with the parliament over public pressure.

How this will affect the stability of the system remains to be seen. However, the choice of an experienced lawyer over a charismatic politician indicates a desire to maintain balance.
