Previously, a similar proposal was put forward by the GKNB.
Essence of the Changes
An amendment is being made to the selection procedure for participants in the "Menin üyüm" program, according to which:individuals serving in law enforcement agencies or the military will be able to participate in the program, regardless of their place of service, provided they meet all necessary requirements and follow the application submission process.
Reasons for the Changes
As noted by the initiator of the changes (GSIN), law enforcement officers face increased workloads and restrictions in their professional activities. Their work involves movements and deployments throughout the country, including remote and hard-to-reach regions, which is not always within their control.According to the current rules, if a participant voluntarily changes their work region, they are removed from the waiting list of the program and must submit a new application indicating the new region.
"Long-term mortgage loans (up to 25 years) make the dependency of participation in the program on the place of temporary service or registration a serious limitation for employees. The introduction of norms that eliminate such territorial restrictions will ensure equal access to the program for this category of workers, regardless of their location," emphasizes the initiator.
Furthermore, these changes have significant personnel and strategic importance, as they contribute to strengthening the personnel potential of law enforcement agencies.
It was mentioned that the implementation of this legal norm is a justified step aimed at ensuring equal rights for law enforcement officers with civilians, improving their social protection, as well as strengthening morale and stability among personnel.
