He was replaced by Jumgalbek Shabdanbekov as Acting Chairman of the SCNS. Additionally, three of his deputies also resigned.
These drastic personnel changes may significantly affect the political situation. According to Tashiev's close associates, he learned of his resignation while receiving treatment in Germany.
The President's press secretary stated that this decision was made to prevent a split in society and strengthen unity.
What Tashiev's resignation actually means and what the next steps will be, Kaktus.media discussed with experts.
Bakytbek Jumagulov, Director of the Eurasian Strategic Research Center, Political Scientist
- Tashiev's dismissal should not be perceived as a routine personnel change. This event is systemic in nature, as in recent years, the management of the country has been based on a "dual support" model — political and power centers that acted as a single entity. Now this structure has changed, which automatically means a transition to a new phase: from a joint model to a more personalized one, where all responsibility is concentrated in one center. In the short term, this may lead to greater manageability — fewer internal conflicts and competition. However, in the medium term, risks increase, as criticism will be directed straight at the top leader.
The second important aspect is the influence on the elites. Such events often trigger a redistribution of expectations: some elites will demonstrate loyalty, while others will wait or seek new opportunities.
This does not necessarily lead to an immediate crisis, but movement will begin within the elite environment, which will become noticeable in personnel decisions and the media.
The third aspect is public perception. Society may interpret these events differently: some will see it as a strengthening of power, while others will view it as a sign of instability ahead of elections. Which opinion becomes dominant depends on the authorities' ability to explain the situation and manage socio-economic issues.
Finally, elections. Against the backdrop of the presidential campaign, the resignation of such a figure increases the significance of one factor: whether the authorities can maintain unity within the apparatus and control over everyday issues such as prices, transportation, and bureaucracy. These "small" topics may become catalysts for political processes in Kyrgyzstan.
Therefore, what is most important now is not emotional assessments and rumors, but whether the system can quickly restore stability and maintain elite unity before the elections.
Felix Kulov, Former Prime Minister of the Kyrgyz Republic
Overall, Tashiev's resignation was expected, but it will not lead to confrontation, as this is not beneficial for Tashiev himself. He acted correctly by calling for stability and respect for the president's decisions. There will be no division in the south of the country; the situation is completely calm. I have communicated with regional figures, and everything is fine.
At the same time, the Ministry of Internal Affairs is conducting checks on 75 public and political figures. It is unclear what motivated them: a desire to destabilize the situation or something else. This will become clear soon.
In my opinion, these people were simply set up, although I will not name them. They likely decided to set up Tashiev and initiate early elections.
However, I have repeatedly said that early elections require the president's resignation. I have always opposed them, citing articles of the Constitution that do not allow legal conflicts related to the election of a president under the old Constitution.
An appeal to the Constitutional Court will resolve this issue.
The law "On Elections" states that regular elections must take place on the last Sunday of January, when the powers of the sitting president expire, and he has the right to run again.
They have not approached me with this letter, as they know my position on early elections.
Stability is more important than personal interests; intrigues are unacceptable. As for Tashiev, he will not participate in the elections, although this cannot be entirely ruled out. He has no "trump cards" that could help him.
Mavlian Askarbekov, Leader of the "Erken El" Party
- Tashiev's dismissal was anticipated in light of the upcoming presidential elections and can be seen as an attempt to clear the political field.I call for equal conditions for fair voting for all candidates.
I anticipate that we will witness the dismantling of the system built by Tashiev, with possible resignations of officials and departures of deputies from the Jogorku Kenesh.Presidential elections may take place as early as this year. However, it is important to consider the mistakes of the past. Transparent elections will help ease tensions.
Almaz Tajibay, Political Scientist
- The resignation at such a level indicates the development of the state in a historical context, as political tandems are short-lived, and a five-year term is a good period.Tandems are needed to accomplish specific tasks, and in this case, they succeeded.
The question is: did Tashiev really not understand what was happening? Did he not have his own person? If not, this calls into question his professionalism.
Most likely, there were discontent with his actions from clans and elites.
Perhaps external pressure was the reason for his resignation due to sanction-related issues. Or Tashiev was hindering someone with his independent approach, especially in light of recent procurements.
In the future, a softening of the political situation is possible, especially regarding civil rights and freedom of speech. Western donors may be less inclined to cooperate. There is a chance for the rehabilitation of political prisoners and the annulment of sentences.
If this does not happen, the vertical power of the president will strengthen, which may lead to a new style of governance.
The elections will show which path the country will choose.
Arkadiy Dubnov, Political Scientist
Dubnov noted that the ruling tandem has exhausted itself and no longer ensures stability. "It's a miracle that it lasted five years," he said in his Facebook post. Tashiev's excessive ambitions made him "the number one person" in Kyrgyzstan in the eyes of many. How will Tashiev react to his dismissal? Will he return from Germany? Will he want to participate in the 2027 elections? Will there be pressure on him upon his return? They say there are no former Chekists.
Emil Juraev, Political Scientist
Tashiev's dismissal was expected against the backdrop of the upcoming elections. The question of "when?" remained open, and this became a critical moment. The tandem existed based on friendship and agreements.Despite friendly relations, Tashiev was subordinate to Japarov, and society was increasingly interested in his possible participation in the elections.
Now he should take a pause, as he did, expressing dissatisfaction with the situation while receiving treatment in Germany.
