A Thousand Deaths a Year: Sadyr Japarov Explained the Closure of Driving Schools

In an interview with the Kabar agency, President Sadyr Japarov noted that the reform in driver training and the issuance of licenses plays a key role in saving human lives. He emphasized the importance of this initiative for the state.

According to Japarov, other significant projects of recent years, such as the return of Kumtor, the increase in gold and foreign currency reserves, and the construction of new airports, cannot compare in importance to the "Unaa" reform, as it concerns thousands of lives lost on the roads every year.

The president expressed concern about the underestimation of the scale of the problem. "Is it really normal that a thousand lives are lost every year? More people die in traffic accidents than on the battlefield. Many people lose loved ones, and tens of thousands are injured, half of whom become disabled. Ignoring this is unacceptable," he emphasized.

Japarov added that the results of the reform will not be visible immediately. "These changes will bear fruit only in 50-60 years, when the generation that obtained licenses without training has passed, and those who have undergone training according to new standards remain. It is necessary to introduce strict rules so that the mortality statistics change. Then society will be able to assess the situation," said the president.

Addressing the owners of closed private driving schools, he expressed regret:

“I apologize to the owners of private driving schools. This is not done for me, but for the common good. There have been cases where people who bought licenses became the cause of tragedies. This was a troubling signal. Think about changing your business,” noted Sadyr Japarov.

Speaking about the training period of 10 months, the president noted that it meets international standards. "This period is not accidental. In some countries, training lasts at least a year. Our specialists have adapted the programs, and now there is an opportunity to study online. Is it really difficult to dedicate two hours a day? If in the future students can take exams in 5-6 months, then we can discuss shortening the period, but at the moment this is unlikely," he noted.

The president also recalled the introduction of an examination system using artificial intelligence. "Now exams are conducted by a robot, which eliminates the human factor. Previously, among the 10% of those who passed, there could have been those who received assistance. Now this is impossible," Japarov reported.

In conclusion, he urged citizens to support the reforms despite the difficulties: "No matter how difficult it is, support the changes. We care about the future of our children."
