Russia has attacked at least 19 countries in 100 years — Kaja Kallas

This statement was made at a security conference in Oslo.

At the international security conference held on February 2, 2026, in Oslo, Kaja Kallas, head of European diplomacy, noted that over the past century, Russia has conducted military operations against at least 19 countries, with none of them initiating an attack first.

According to Reuters, Kallas emphasized that the aggression from Moscow is systemic and must be taken into account when developing a new security architecture in Europe. She also added that sustainable peace is impossible without limiting Russia's military potential, including its army, defense spending, and nuclear capabilities.

Speaking before diplomats and experts, she stated: "If we look at the last hundred years, Russia has repeatedly attacked neighboring states, and none of them have attacked Russia first."

This statement came amid active discussions in Europe regarding the future of regional security and the consequences of the conflict in Ukraine.
