Goals of the Changes
The documentation accompanying the proposal outlines the following goals:- protection of the right to family life and maintenance of connections for foreigners with relatives who are citizens of the Kyrgyz Republic;
- humanization of migration rules in the Kyrgyz Republic regarding the duration of stay for visa-free foreigners;
- prevention of negative social consequences arising from strict adherence to migration norms;
- creation of legal conditions for a fair approach in migration policy, taking into account international experience;
- reduction of risks associated with the restriction of free movement for individuals maintaining stable ties with Kyrgyzstan.
Currently, foreigners entering without a visa can stay in the country for no more than 60 days within a 120-day period, unless otherwise specified in the legislation. However, similar experiences from other countries show that such restrictions can negatively impact individuals with family ties abroad.
According to information from the Ministry of Foreign Affairs of Kyrgyzstan, as of September 1, 2025, new rules for citizens of Kyrgyzstan came into effect in Kazakhstan, establishing a stay period of 90 days for every 180 days. Exceeding this period results in entry restrictions. These measures have already led to several high-profile cases related to errors in tracking stay durations and the formal application of migration norms:
- The case of Dina Karimzhanova, who was denied entry to the Kyrgyz Republic on December 17, 2025, despite having actually stayed in Kazakhstan for only 45 days, while the document indicated 405 days. This error, considering her employment in Kazakhstan and her family with children in Kyrgyzstan, led to a prolonged separation and required public intervention to protect her rights.
- The case of Furhatjan Ruzaev, who was denied entry on December 13, 2025, despite having actually stayed in Kazakhstan for 13 days, while the document stated 201 days. This prevented him from visiting his elderly parents in Kyrgyzstan during the holidays.
Dastan Bekeshev emphasized that the adoption of the proposed bill would help create a legal mechanism to protect family ties and reduce the risks of humanitarian and social conflicts.
