Edil Baisalov, who holds the position of Deputy Chairman of the Cabinet of Ministers, discussed the problem of teacher shortages in educational institutions in his recent interview with 24.kg.

He previously stated that it is necessary to dismiss less qualified educators and replace them with more competent specialists. “Conduct an analysis and dismiss 15-20 percent of ineffective teachers. Yes, we are facing a shortage of staff, but instead, we can consider hiring people from the street, for example, former journalists, offering them a decent salary of 50-60 thousand soms,” he noted.

In response to his words, the pedagogical community turned to President Sadyr Japarov for support.

“I intentionally expressed myself this way to draw attention to this problem and open a discussion. I am glad that it has caused a resonance. In our education system, there are educators who do not meet the requirements, and this acknowledgment does not spark disputes even among them. Parents also understand this situation. For example, in the capital, parents are forced to transport their children from one district to another to ensure they receive quality education,” Baisalov added.

He emphasized that the requirements for the quality of education and the professionalism of teachers will be strengthened in light of the upcoming salary increases.

When asked whether people without specialized education would be accepted for teaching positions, the Deputy Chairman of the Cabinet noted that such an experimental program has been actively functioning for several years.

“This is a common practice. Every parent will be satisfied if English is taught by someone who is fluent in the language. Parents demand quality, not just diplomas. We have graduates who do not know English even at a basic level. If there is a qualified engineer in a village who can teach physics or chemistry, why should we choose a physical education teacher for these subjects? Let this engineer take professional development courses and become a good teacher who can instill a love for the subject in students. We act in the interests of parents and students,” he explained.

According to information from the Ministry of Education, by December 2025, there will be a shortage of 761 teachers in the country's schools.
