Published the draft of the new Constitution of Kazakhstan: main changes

The Constitutional Reform Commission has presented a draft of the updated Fundamental Law for the Republic of Kazakhstan. This initiative belongs to President Kassym-Jomart Tokayev and implies significant changes in the structure of state governance.

Work on the draft began after the president's address on September 8, 2025. The Constitutional Commission included 130 representatives from various social groups in the country. Experts reviewed 77 out of 101 articles of the current Constitution, which constitutes 84% of the text. As a result, it was decided to create a completely new document consisting of 95 articles.

Main Political Changes
The draft pays special attention to the concept of "human-centeredness." The new Constitution reaffirms the secular nature of education, a clear separation of religion and state, and defines marriage as a voluntary union between a man and a woman. The document also includes provisions regarding the protection of citizens' rights in the digital space and the functioning of the legal profession.
The Russian language retains its official status and will be used alongside Kazakh in state bodies and local self-government.
The death penalty is no longer applied: the right to life is designated as an inalienable and absolute right of every person.

This reform continues the course towards the creation of a "Fair Kazakhstan," proclaimed in light of the tragic events of January 2022. The final text of the new Constitution is to be approved in a nationwide referendum. President Kassym-Jomart Tokayev's term expires in 2029, and under current law, he will not be able to participate in the next elections.

The final decision on the content of the Constitution will be made at the referendum.
