This means that one can destroy someone else's property and justify it by the necessity of economic security. One can also hack a bank account under the pretext of protecting information or even harm a person, citing the defense of the constitutional order. The Jogorku Kenesh Committee on Law and Order has already supported this draft law in the first reading.
