Immunity from Crimes. Dastan Bekeshev Discusses Dangerous Amendments

The Jogorku Kenesh plans to discuss a draft law titled "On Amendments to Certain Legislative Acts of the Kyrgyz Republic," which affects the Criminal, Criminal Executive, and Criminal Procedure Codes. This was reported by Deputy Dastan Bekeshev on his Telegram channel.

The deputy noted that one of the key points of the document is the introduction of the concept of recidivism of crimes.

In addition, it is proposed to introduce an amendment that would provide immunity for committing crimes under certain circumstances.

“An act carried out with the aim of protecting the constitutional order, as well as in the interests of national, economic, informational, environmental security, and other areas, will not be classified as a crime. This means that one can destroy someone else's property and justify it by the necessity of economic security. One can also hack a bank account under the pretext of protecting information or even harm a person, citing the defense of the constitutional order. The Jogorku Kenesh Committee on Law and Order has already supported this draft law in the first reading. I was shocked by this, as it may mean that the Criminal Code will take precedence over the Constitution, creating dangerous precedents for committing crimes,” emphasized Dastan Bekeshev.
